URGENT UPDATE: A police CCTV operator has been sentenced for engaging in a disturbing campaign of controlling and coercive behavior against his partner. Russell Hassler, aged 43, used his position at Dyfed-Powys Police to unlawfully monitor his partner’s movements, accessing sensitive police information to manipulate and intimidate her.
The case, heard at Swansea Crown Court, revealed that Hassler’s actions were part of a calculated plan to exert control, described by the judge as “insidious.” During the hearing, prosecutor Bethan Evans detailed how Hassler sent his partner photos taken from police cameras, including one captioned “stalked,” leading her to feel constantly surveilled and anxious.
Hassler’s misconduct spanned the duration of their relationship, with reports indicating that he accessed police databases to gather personal information about her and her family. The victim expressed feeling “creepy” and “overwhelmed” by his relentless monitoring, which severely impacted her social life and mental well-being.
On October 18, 2023, following a police investigation triggered by reports of his behavior, Hassler was arrested by the professional standards department of Dyfed-Powys Police. He resigned from his position amid the investigation.
In court, Judge Huw Rees highlighted the “cunning plan” behind Hassler’s actions, stating that his misuse of power stemmed from deep-seated paranoia and insecurity. The judge sentenced him to 17 months in prison, suspended for 18 months, alongside a requirement to complete 180 hours of community service. He also faced a fine of £500 for breaching data protection laws.
Hassler’s legal representative noted his previous struggles with substance abuse and his commitment to turning his life around. However, the emotional toll on the victim was profound, leading her to question her ability to continue her daily life. She reported feeling unable to return to work due to the anxiety caused by Hassler’s actions.
