Registered Sex Offender Fails to Meet Notification Requirements

A registered sex offender, Christopher Phipps, has been convicted for failing to comply with official notification requirements linked to the Sex Offenders Register. The 44-year-old appeared at Reading Magistrates’ Court on November 22, 2023, where he admitted to the offense that occurred on April 24, 2023.

Phipps, currently residing at a hostel on Newtown Road in Newbury, was obligated to inform authorities within seven days about his change in circumstances, specifically that he had become of no fixed address. This requirement is part of the conditions imposed under the Sex Offenders Register, which he was placed on following a previous conviction.

In 2020, while living in Thatcham, Phipps was sentenced to prison for sexually assaulting a woman and was mandated to register as a sex offender for a period of seven years. His latest court appearance saw him represented by legal counsel, Michael Phillips, who addressed the court on his behalf.

As a result of the conviction, Phipps was subjected to a six-month conditional discharge. Additionally, he was ordered to pay court costs amounting to £85, along with a statutory victim services surcharge of £26. This conviction emphasizes the importance of compliance with notification requirements in the context of the Sex Offenders Register, a measure designed to enhance public safety.
