Additionally, the CIA recommended the use of the Tor browser, along with a VPN or other encryption tools, to bypass potential filters and enhance anonymity. The agency underscored that security and intelligence services could monitor web activity, and it aims to facilitate encrypted communication through the suggested methods.

In its outreach, the CIA noted that the best way to use the Tor browser is for individuals who have previously downloaded and used it. For those unfamiliar with the platform, the agency instructed them to utilize a filter switch before reaching out. The CIA specifically mentioned that the “.onion” service is designated for special use with sites on the so-called “dark web,” accessible solely through the Tor browser for heightened anonymity.
For Iranians who choose to initiate contact, the CIA requested that they provide details including their region, city of residence, full name, occupation, and any relevant skills or access to information. Contact information for secure communication was also requested. The agency acknowledged that it would review all messages received but cautioned that responses may take time.
