Carmarthenshire County Council has initiated a comprehensive review of school catchment areas and free transport eligibility, set to take effect for the 2027/2028 academic year. This consultation aims to gather input from parents, educators, school governors, and other community members on proposed revisions to admission arrangements and transport policies.
The council’s proposals include updates to existing catchment boundaries and a significant shift towards providing free school transport exclusively to students attending their designated catchment school starting September 2027. Councillor Glynog Davies, the council’s cabinet member responsible for education, emphasized the need for these changes, stating, “The proposed changes to school catchment areas and transport within Carmarthenshire will enable us to deliver a more balanced education provision across the county.”
Background and Context
Catchment areas in Carmarthenshire have largely remained unchanged since a review conducted in 2010, with only minor adjustments made in response to school reorganizations or closures. The council has indicated that the current review is informed by various factors, including the necessity to align catchments more closely with administrative boundaries, ensure inclusivity across the county, balance student populations, and enhance the efficiency of school transport services.
In addition to these logistical considerations, the council is leveraging advancements in digital mapping technology to improve accuracy in defining catchment areas. Factors such as community cohesion and informal feedback from local schools have also contributed to the rationale behind the proposed changes.
It is important to note that Voluntary Aided Schools, which set their own admissions policies and catchment maps, are not included in this review. Furthermore, the consultation does not encompass Additional Learning Need Units and specialist schools. Despite these changes, the council reassured parents that their rights to apply for any school of their choice under the Welsh Government’s admissions policy remain intact.
Consultation Process and Participation
The consultation period is set to remain open until February 27, 2026. Full details regarding the proposals, as well as an online survey for community feedback, can be accessed on the council’s official website. Additionally, paper copies of the consultation materials are available upon request at the council’s Hwb centres located in Ammanford, Carmarthen, and Llanelli.
The council encourages all stakeholders, including parents, teachers, and school governors, to actively participate in the consultation process to ensure that the revised policies reflect the needs and concerns of the community. Engaging in this review presents an opportunity for residents to influence the educational landscape of Carmarthenshire for years to come.
